So what is "cost" on the attack list?
Level points are points you get at level-ups (I named them, because I'm clever like that). They'll be used on moves and extra abilities and possibly other stuff.
For moves, you can pick up any move on your extended move list: that is, moves the Pokémon can learn via TM, tutoring, egg moves, even event moves, and covers all generations. If it's ever been legal in the games for your character's species to know the move, you ought to be able to get it.
What you can't get this way are moves that are later on in your level-up learnset or on a learnset of an evolved form. Be patient! If you forgot a move on your level-up list you can relearn it with level points though. Sure.
The best moves are expensive, but don't freak out about it. You'll gain back half a move's worth (rounded up) in level points when you forget the move. So don't be a scrooge with 'em, spend 'em on lesser moves to get you through until you can get the better ones.
Abilities are more subjective. One ability could be utterly useless to one Pokémon and the key to invincibility for another. So they don't have definite costs and I'm sure as hell not gonna go through every Pokémon listing what they can and can't get. Be reasonable and realistic when requesting an ability from the GM. No, there's no reason for Gastly to have Compoundeyes. On the flipside, why couldn't a Pawniard get Hyper Cutter? So try to make some sense when picking up new abilities. This should probably, usually, almost always means you can count on grabbing your Dream World ability for a price.
The rate for gaining level points is as follows: 3 on most levels, 5 each level ending with "5," and 10 each level ending with "0." Starting at level 5 you'll have 17 to start (because sure why not count level 1) to blow on whatever you feel like.
